You also have to be at least rank 40 in PR2 and be a mod there as well.

You need to know jiggmin in real life to start with.

Played with him in a level when shark fin hat was still new. And no, I did not get to try the hat.
And I still do not have said hat.

i have 9 hats but i never have tryed to get anymore for a long time...

I don't have anything new up to bouncy hat.

I would love to have scribble hat though. Its artwork still amazes me even to this day.

I have all 14 hats available but i would really like some more hats to be released like the crayon hat, it leaves a trail behind where you walk , or he could update the Pedro hat to leave a slime trail
